Constitution/By-Laws

ARTICLE I - NAME


This organization shall be known as the Ocean Ridge Ladies Golf Association, hereafter referred to as LGA.



ARTICLE II - OBJECTIVES

The purpose of the LGA is to encourage enjoyment of the game of golf, and to familiarize players with rules, good sportsmanship, and etiquette of the game. The LGA and its members will adhere to the USGA Rules of Golf except where modified by the LGA’as local rules.



ARTICLE III - MEMBERSHIP

Membership shall be extended to all ladies who have paid the annual administration fee and are either initiated members of Ocean Ridge Golf, Inc., or resident property owners in Ocean Ridge. For purposes of communicating information regarding LGA events and activities, members should submit name, address, phone number, email address, and date of birth (month and day only).


Section 1. Any new member who has an established USGA handicap must present her last five score cards or her USGA handicap record. Members will be assigned a maximum handicap index of 40.4 for LGA play.

Section 2. All members of the LGA will be required to maintain an established golf handicap at Ocean Ridge Plantation, posting all eighteen and nine hole scores each month in correct sequence. Weekly LGA play should not be posted as tournament play. Only ORLGA members may participate in our Major(Special) Events.

Section 3. There shall be activity and service fees applied as needed for each activity sponsored by the LGA. These fees are to be paid prior to the event or provided service. The committee organizing the activity/service or the tournament chariperson/committee in the case of LGA competitions shall determine the amount of the fees. The fiscal year shall begin the first Tuesday in January.


ARTICLE IV - MEETINGS

Section 1.
Meetings will be held within the first two weeks of each quarter, January, April, July and October. Additional membership meetings may be held at such times and places as called by the President or as requested by a majority of club members.


Section 2.
The order of business for the LGA shall be as follows:
a. Call to order
b. Read and approve the minutes of previous meeting
c. Treasurer’s report
d. Committee reports
e. Unfinished business
f. New business
g. Adjourn


ARTICLE V - QUORUM

One third of the members in good standing of the LGA shall constitute the quorum necessary to vote.


ARTICLE VI - OFFICERS

The officers of the LGA shall be President, Vice President, Secretary, and Treasurer. These officers, along with the past president, shall constitute the Executive Board.
The President shall:

a. Preside over and be responsible for all meetings of the LGA
b. Be responsible for the functional operation of the LGA
c. Be one of the two officers to sign checks of the LGA
d. Serve as ex-officio member of all committees except the Nominating committee
e. Appoint all committee charimen with the exception of the Tournament Chairman

The Vice President shall:

a. Assist the President in all LGA activities
b. In the absence of the president, perform the duties of that office
c. Act as Tournament Chairman.
1. Acquire and cancel tee times, post sign up sheets, collect game fees, select game format, assign pairings, review score cards, and distribute prizes for Monday and Wednesday play.
2. May, in concert with the LGA president, delegate responsibility for one or both league days to other members.
3. May, in concert with the president, delegate responsibility for special tournaments, including the club championship, to other members.
The Secretary shall:

a. Keep accurate minutes of all meetings of the LGA
b. Handle all correspondence.
c. Have a copy of the By-Laws on hand at each meeting.

The Treasurer shall:

a. Take charge of and keep full account of all funds received.
b. Be one of the two officers to sign checks of the LGA.
c. Make disbursements and give a full and accurate report at each meeting.
d. Maintain a register of members in good standing.
e. Ensure that all new members receive a copy of LGA By-Laws.
f. Clear any emergency expenditures through the Executive Board.
g. Serve on the Budget Committee.


ARTICLE VII - NOMINATIONS AND ELECTIONS

Section 1.
There shall be a Nominating Committee. The President shall appoint the Chairman who, in turn, shall select two additional members to serve on her committee. The committee shall present a slate of officers for the ensuing year at the October meeting.
Section 2.
The election shall be held in December, at which time additional nominations shall be accepted from the floor. No member shall be nominated who has not given her consent to serve. Elected officers shall serve a term of one year, beginning in January. No officer shall be eligible for the same office more than two consecutive terms, except the treasurer.
 
ARTICLE VIII - LGA AWARDS AND PLAY

Section 1.
All competition shall be played in accordance with USGA rules and all disputed points shall be settled by the Club Pro and Tournament Chairman. Competition for awards shall begin on November 1st and end on October 31st of the following year. The number of flights shall be based on the number of members competing. For all awards, league play is defined as play during weekly events on Mondays and Wednesdays, the Member Guest Tournament and Presidents Cup competition.
Section 2.
A fee for each LGA play day will be assessed all playing members. This money will be used for prizes for that day’s play. Guests are welcome and those with USGA handicaps are eligible for prizes.
Section 3.
The LGA will acknowledge a Most Improved Golfer. To be eligible for the most improved golfer award, the member must maintain an established golf handicap at Ocean Ridge Plantation for the period beginning on November 1st and ending on October 31st of the following year, have played a minimum of twenty rounds during the current year in regular league play and have paid the Annual Administrative fee for the current year. The winner of this award will be determined by the Ringer Committee using USGA guidelines (based on handicap).
Exception to this policy: Any new member who does not have an Ocean Ridge Plantation handicap for the months of November and December of the prior year must provide a valid USGA handicap for those months to be eligible for this award. (Any person joining the LGA after the January ORLGA meeting will not be eligible to receive this award.)
Section 4.
The LGA will acknowledge the following special achievements occurring during league play as defined in Section 1, provided the recipient maintains an established golf handicap at Ocean Ridge Plantation and has paid the annual administravie fee.
a. Breaking 100, 90, 80 and 70 for the first time (one time only).
b. An Eagle
c. A Hole-In-One.
Section 5.
The LGA will acknowledge the following special achievement provided the initiated member maintains an established golf handicap at Ocean Ridge Plantation:
a. Club Championship
Section 6.
The Ringer funds will be used to acknowledge the following special annual achievements occurring during regular league play as defined in Section 1. The recipient must maintain an established handicap at Ocean Ridge Plantation and have paid the Annual Administrative Fee and the Annual Ringer Fee, by the end of January. For purposes of the awards, the handicap ranges for the flights shall be based on the home handicap on October 1st of the current year. The number of flights shall be based on the number of members competing and determined by the Ringer Committee:
a. Most Birdies in the time period for each flight
b. Most Chip-Ins in the time period for each flight
c. Best Ringer score for each flight for Lion’s Paw, Panther’s Run and Tiger’s Eye.

ARTICLE IX - AMENDMENTS TO THE BY-LAWS

The By-Laws of the LGA may be amended by a two-thirds majority vote of the members present at any meeting, provided such amendments have been presented to the membership beforehand.

ARTICLE X - PARLIAMENTARY AUTHORITY

Parliamentary authority for the LGA shall be "Robert’s Rules of Order".
